Does Seamus have to have a corpse counter on him and then he summons a belle within 6" or does he discard a corpse counter within 6" and a belle is summoned on that counter?
The card is not very clear.

He can do either. He can either use a counter within 6" or one that he has on his person. Its clearer on the V2 card.

Haven't got books with me at moment, but I think you can also take a corpse counter from 6" away and then summon the belle at another point 6"away ferom Seamus, potentially summoning the Belle 12" away from the actual counter.
