With the Streets and Sewers I think you could do a very good multilevel 3x3 with just one extra box of clips.
(Streets+Sewers+3 Clips)
I found I had quite a few pieces left over from my build, which would have certainly made some great additional levels.
I think this would be down to the building set having card sheets for the roofs, whereas the other two sets get more of the linear sections.

I have all three sets and 3 boxes of clips.
To build a good 3'x3 board you can get away with just 2 sets, but you will still need lots of clips! I could add almost a whole extra level to by board with what I have left over....but I'd probably need another box of clips to make that happen.

Actually with 1 houses and 1 streets or 1 streets and 1 sewers you can build a very decent multi-level board.
If you go overboard with 3 sets, you will have a table too complex to play on it properly and also a terrain which is difficult to balance. That at least is my experience.
Now it is nice to have 3 sets so that you have more freedom with the table design and don't have to worry about running out of tiles/clips, but in most cases many pieces will simply be left unused.

I usually recommend either 2 Streets, 2 Sewers, or 1 Streets and 1 Buildings set. Any of these combinations will give you a good multilevel board.
Though you could do it with a Sewer and Streets set (or building set) the board may look a bit incomplete.

Would people recommend getting the Terraclip sets over other random peices of terrain for Malifaux? I currently don't have any and am considering getting a box of streets and a box of buildings. I've heard that for Malifaux you need really dense terrain so I figure I won't be able to get by with what my LGS provides (a few forests, a hill, a couple walls, etc.). Also, if I go the Terraclip route, should I get 2 boxes of clips or 3?
