Reinforcements

Hi, newbie player here. Only played two games thus far. I know that the ruling for whether Ryle can be used with Lucius's reinforcements has been resolved. My question is:

1) Do I need LOS to the model in the deployment zone that I want to place?

2) Since there is no "target" in the spell, can Lucius walk more than 18" away from my deployment zone and still use the spell on a model in my deployment zone?

1) If it doesn't say "target" you don't need LoS.
2) If a spell has a maximum range it still needs the model it's going to affect in its range, even though it doesn't require LoS. Would be sort of silly to give it a maximum range otherwise.
