I do not know if its the same for other special forces leaders. However Lucius has the rule...
Special Forces Leader (Elite Division)
Crews led by this model may only hire Elite Division, Guardsmen, or Totems.

... So I ask...
Can he hire a mercenary? The rules specifically state that CAN overrides MAY, however in the mini rules section on page 10 of the small rulebook it says...
MercenaryMercenary models can be hired by any faction. See Hiring, p.71, for the full rules on hiring Mercenaries
...On page 72 (which is where the actual rules for mercenaries are) it says...
Mercenaries
A Crew may include up to two models with the Mercenary characteristic from any other Factions. Mercenaries from the player's chosen Faction do not count towards this total.

So which rule takes precedence?

I believe there is a note in the Rules Manual that states, model cards override.
