Yes. Just like on Marcus when he uses Wild Heart, he gets 2 abilities because it says "and one additional effect per :tomes in the casting total

So for Lady justice she can grant it to up to 4 (1 for casting, 1 for the inital card flip/cheat, 1 for the card flip from the extra soulstone) models with the right cards and they are all within 3" of the inital target.
