The Turn it up trigger give Kaeris a -1 CB and - :tomes . does this remain until end of turn or just the single AP.
Basically if you spend her first AP to shoot, she get her trigger, then gets a -1 CB and - :tomes with an additional shot. Assume trigger goes off again for a -2 CB & -:tomes:tomes for third shot. IF she spends her second AP to shoot again, does she start the action with a -2 CB & -:tomes:tomes ?

If yes, and she somehow gets reactivate, would teh effect stack on the second activation?

I think the intention is to only have it last for that chain of attacks. So if on her First Attack she chains it twice, the next AP she uses (once she stops the chain of attacks from the trigger) would not suffer the minus.
My reason is because it says ",Strike another target model in range at cumulative -1http://wyrd-games.net/forum/../images/smilies/Tomes.gifCb with this weapon" because its telling you to make another strike with the minus and that the minus is cumulative for those attacks. It really seems like if it was to give him the minus for the whole turn, it would be worded differently with the minus probably upfront before the whole part about making another strike.

It only applies to continued triggers for that action - if she takes a second shot (with a second AP) she starts again at her normal Cb.

I agree, but this wouldn't be the first time I've seen multiple people make the same misconception on how a model works. It can also be read that all effect stay on until end of turn until unless stated otherwise, and the 'cumulative' is there because most effects don't stack on them selves.
Small rules change, big game effect change. I've already stated my opinions on the need for a consolidated FAQ for Malifaux, and figured asking this type of question before people get attached to a play style will reduce the screaming when it does get ruled one way or another... see Totems and use soul stone ability thread

Nope you are right to ask questions and people are working on a consolidated FAQ but it takes time. Patience ;)
As for this question, yes we will need a Marshal to rule on it as there probably isn't a rule we can point to that settles it. So we shall just have to wait for one of them to give us the intention.

The Trigger states "After Inflicting damage on defender with this weapon, strike another target model in range at a cumulative -1:tomesCb with this weapon"
Note, it doesn't say that attacks with the Ignite Weapon are made with the minus after the model has Triggered "Turn it up", only that the strike generated by "Turn it up" is made at a cumulative -1:tomesCb. The weapon's stats remain the same, but while resolving the Trigger(s) the weapon gets progressively less accurate and less tomes.
Its a Trigger, not a rule of the weapon - the word "cumulative" applies to Turn it up Trigger strikes, not attacks with the Ignite Weapon.
