I'm trying to work out how movement is affected by walls / fences / hedges etc.

Locally, we've always played that you just add an extra 1" per 1 Ht of the obstacle, so to climb over a Ht 2 wall uses an extra 2" of movement, but having looked through the new rules manual I can't find anything to support this.

Am I missing something, or is there no movement penalty for crossing linear obstacles?

I don't seem to find it neither, however you can combine 2 rules to cross a fence for example, which summ up to your house rule extra 1":
If your fence is climbable (p58) it will cost dbl Mv to go to the top, then you would use Falling (p38) to fall to the other side of the obstacle, and since your fence will be usually either 1" or 2" Ht you will not suffer Dg from the fall. So to cross you 1" fence you would spend 2" to climb and then fall at the bottom on the other side and continue your move.
