Rusty Alyce - Scavenger?

Is Rusty Alyce supposed to be a Scavenger? If not, she can still pick up scrap counters since she can use them, right?

The v2 card does not have Scavenger on it. But as you say if you can use a counter type you can pick it up. Just note that scrap counters will not be generated by constructs deaths if there are no Scavengers in play

just be a bit careful, you cannot drop the counters or pass them off to another model so once she picks them up it will have to be her that uses them unless she dies.
