Is a Blast marker an effect or damage?

I ask because in the original rulebook the rules for placing blasts specifically state that secondary damage is one step lower and ignores any other Blast markers.

In the Rules Manual, it says "...if the Damage stat contains any Blast..." then it says secondary targets do not suffer "...any additional effects ...such as the effect of Triggers..."

Since the Blast is stated to be part of the damage stat, I wondered if the rule changed and thus the specific mention of markers was taken out, or if the markers are effects and therefore didn't need specific mention.

Damage is an effect.
I'm not sure what the rest of your question is as the rule is similar in the new rulebook: "any model, other than the initial target, touched by one or more 'blast' suffers damage one severity lower" (p46)
Is it only about the word 'marker' not present in the sentence? I think it is implied within the 'blast' icon (see p21)

With Sonnia's Flame Burst, if I score severe damage, then anyone touched by those blast markers suffers moderate damage, which includes 2 Blast.

Since the original rulebook specifically mentioned ignoring blast markers from secondary damage and the rules manual does not, but the rules manual says to "ignore any additional effects such as triggers" I'm wondering if this represents just a rewording of the original rule or a change in the rule.

the blasts in this case would be the additional effects. so you don't get 5 blasts off of one severe flip of Sonnia
