Seeking Clarification: No Escape vs. Quickdraw.

I just need a ruling on this to settle a discussion.

Its being argued that No Escape does not trigger Quickdraw, because a Charge is not being declared, and that No Escape is a separate action not covered under what triggers Quickdraw.

No Escape itself doesn't set off Quickdraw.

The Charge it allows another model to make would set off Quickdraw.
