If there is a pulse that causes damage, can Pandora dump the damage off onto a woe in base with her? If so do they have to beat the "expose fears"?

No and no. While technically an attack, a pulse doesn't (usually) have a target) so Martyr doesn't apply, nor does Expose Fears. Both of these abilities require a model to be targetted.

I believe the same applies with blast templates, but I'm not 100% on this

Blast, pulse and auras are all the same. Both the abilities require her to be targeted.
