According to Leveticus' Eternally Shackled you draw cards during the Closing Phase, but it doesn't specify either the Start Closing Phase or the End Closing Phase which would effect if you shuffle your deck first or not.

Do you discard your hand and draw up to your crew's Maximum Hand Size during the Start Closing Phase or the End Closing Phase?

From memory, the closing phase works as follows;

1. Resolve effects that specify the start closing phase,
2. Resolve effects that specify the closing phase,
3. Resolve effects that specify the end closing phase.

So drawing up to your maximum hand from eternally shackled would occur at 2, and IIRC, shuffling your deck occurs at 3.

Yup that's the new wording in the rules manual.

Looks right to me there are more then start and end parts to the closeing.

Sorry, but step 2 literally doesn't exist. If it did then I wouldn't be asking.

3) Closing Phase
. . .
A. Start Closing Phase Step
Any effects which indicate a start, occur, or end in the Start Closing Phase, respectively start, occur, or end.
B. Resolve Effects Step
All Action and Spell effects which do not indicate a duration end during this step.
C. Shuffle Fate Decks Step
Players collect their discard piles and shuffle them back into their Fate Decks. Cards in a player's hand are kept and not shuffled back into the Fate Deck.
D. End Closing Phase Step
Any effects which indicate a start, occur, or end in the End Closing Phase, respectively start, occur, or end. Any player with cards in his or her discard pile at the end of this Phase must reshuffle his or her Deck and discard as in C. above.

Sure it does, it's step B.

Step A says do stuff that says it goes first, step D says do stuff that say they go last, step B says do everything that doesn't specify.

Sure it does, it's step B.

Step A says do stuff that says it goes first, step D says do stuff that say they go last, step B says do everything that doesn't specify.

Steps A and D specify effects starting, occurring, or ending while step B only specifies the effects ending, and does not say anything starts or occurs at that time. The Hollow Waifs were all updated to indicate the End Closing Phase, but not Leveticus.

I suppose the Resolve Effects Step is close enough though.
