Scenario is treasure hunt. It specifies that the carrier can only be moved through a walk action with no other specification about the source of the walk action.
The Lucius player wants to use one of his spells, issue order, on the carrier, which allows the target model to take a walk action amongst other options.
Would it be "legal" to allow Lucius to move the carrier through issue order ?

yeah, treasure hunt is pretty easy for Lucius. First turn you can have a guard with the treasure and 10" back toward you deployment zone. And that only takes 3 models' activations.
