Summoning in new Rules Manual

Previously, as I understood it, if something got Summoned during the Closing Phase, they would lose Slow at the end of the Closing Phase.

According to the new Rules Manual all effects are Resolved sometime between the Start Closing Phase and End Closing Phase.

Does this mean that anything summoned during the End Closing Phase (Hollow Waifs, Bad Juju, others I assume) will be slowed on the following turn now?

slow is not an effect of summoning,

slow is triggered if the model activates on the turn it was summoned.

a model that is summoned in the end phase wont activate in the turn it is summoned, and so wont receive slow when it activates the next turn.
