I just want to clarify that I am doing things right. I don't have my book (loaned it to a friend for upcoming game), otherwise I would attempt to look this up on my own.

Anyways, do you pay a soulstone cost for summoned models? More specifically, if I run Nicodem and want to summon the Hanged...should the cost of them already be included in my list...or are they extras that can be summoned at any time as long as i pay the corpse price?

Generallly not... If it's a model like Killjoy for example that you buy with SS and then has a specific way it needs to be summoned, yes, if it's a random undead being summoned by another ability like Nico's creation spells generally no.

In some cases you can go either way, e.g. a Desolation Engine can be purchased with SS and fielded from the start of the game and/or you can create them with Steampunk Abominations for 'free'.

You do not pay for the models you summon. Only for the models you hire (which means some of the models that appear later in the game, like Bête Noire or Killjoy still cost you).

However Nicodem cannot summon Hanged. They are Spirits. He can summon only non-unique, non-spirit undead, IIRC.

Just to add to what has already been said, you do need the required corpse counters in order to summon anything.
