Because they aren't constructs.

In my opinion yes they are in the same way Joss and Ramos are called constructs such as ROBOTIC parts

Levi and Alyce aren't constructs because the rules say they aren't constructs. ;) Gameplay-wise, making them constructs gives them the same benefits and vulnerabilities associated with constructs, which could have altered their playstyle in way that wasn't really what the writers were after.

If you want a fluff-based rationalle, perhaps Levi and Alyce are less mechanical than Ramos & friends? Or perhaps their mechanical parts work in a fundamentally different way to the M&SU constructs, thus putting them in a different class to traditional constructs (perhaps related to their soulless trait?)

In a way they should be, just like one of the viktora should be neverborn

Are you asking gameplay or fluff?

Even with perfect machine they still get the benefits of being a construct, which includes ignoring morale duels and not count as a living model for the purpose of your opponent's spells/abilities. They'd also drop a scrap counter rather than a corpse counter, which is a significant change when you consider it's the difference between summoning a hollow waif or SPA, or whether your opponent can make use of it himself (eg. Ramos vs. Nicodem).

That's a gameplay reason. As I said before, it basically changes the way he plays and by extension, his power level in-game.

I think it's hard to argue it, because there are plenty of non-mechanical constructs in the game. Teddy is a construct, the Hooded Rider is one too, and there are undead constructs aplenty... and while you can perhaps argue that Necropunks combine dead flesh with mechanical parts, it's much harder to say the same about Bad Juju for example.

I think the crucial distinction must lie in the nature of the character. Leveticus and Alyce may have mechanical parts, but perhaps that's no different to some form of prosthesis. Flesh construct or Bad Juju are clearly nothing but inanimate matter tied together and brought to life by some form of magic.

Who knows what Ramos has replaced with steampunk machinery... :D

my guess is that the game designers did not add "construct" for balance purposes.
