1) Yes, there is no range on that ability.

2) I'm not entirely sure what the question is. It's an action that can only be used on her turn so no, you couldn't do it while she was being attacked since it would obviously be another model's activation. Even if it was her activation and they did somehow swing at her (quick draw) you still couldn't interrupt an action with it. However, if you are simply asking if you can do this while in another model's melee range then the answer is yes, you can.
